Westlanding City Council
The Westlanding City Council is a non-partisan political body with legal authority in government matters in Westlanding. Chief among its administrative functions are the maintenance of city magistrates, laws, and the city guard and navy. Additionally, the council must vote on a city budget (including provisions for taxation and payment) and appoint civilian oversight of military affairs.
The council is structured as a fifteen-member body which confers lifelong membership when a vacancy is created by death, resignation, or expulsion. Any vote on membership requires a heightened majority threshold (usually 2/3rds, but occasionally 3/4ths), while a chairman (elected from among the body itself by a majority vote) needs to approve all other business before it can be debated by the assembly.
A list of historical minutiae, including a stenographic record of over 8,000 historical votes and hundreds of precedents, is available in the city council office upon request. A chairman-appointed stenographer maintains these records.
